剧情介绍：
大明朝朱棣在南京坐上皇位，立足未稳，时闻江南一带凶案迭起，不能平伏，百姓惊惶失措，怨声载道，在众臣的推荐下，遂派御史周新为浙江按察使，前往凶案频发的浙江，察视案情，整治政纪，平息民怨。周新领命至浙江任职，独自一人，私访暗察，发现自县域至省城各级衙门，吏治不清，积弊深重，有不少冤案错案，更兼地方恶霸与有朝廷背景的人物徇私枉法，胡作非为，使得地方治安混乱，民心不稳。周新凭着过人的才智，破解被无能官员误断误判的案件，拨乱反正，惩恶扬善，严厉处罚了一些昏官恶吏，正义得以张扬。
